Plesk is a web hosting control panel that allows a server administrator to set up new websites, reseller accounts, email accounts, as well as manage services like FTP, DNS, etc through a web-based interface
Plesk has to be used along with a license. Plesk licenses come in different editions (WebAdmin, WebPro or WebHost) and applicable for different server types (dedicated or virtual (VPS) servers).
Types of Plesk Licenses
Plesk Web Admin Edition
This license is ideal for basic website management. The license allows the creation of 10 domains within Plesk. The features that come along with this license are:
1.Creation of upto 10 domains
2.Power User View: This view is intended for enabling a single, simplified interface for server administrators to manage their own websites, email accounts, and other services.
3.Wordpress Toolkit SE (limited features)

Plesk Web Pro Edition
This license allows the creation of 30 domains within Plesk. The following are the additional features compared to Web Admin.
1.Creation of 30 domains within Plesk
2.Fully integrated Wordpress Toolkit.

The biggest difference between Wordpress Toolkit (SE) and Wordpress Tooklit is advanced features including cloning a WordPress instance, staging environment, and sync data between WordPress instances are only available with the full WordPress Toolkit version

Plesk Web Host Edition
The main feature of this license is Reseller management and the option to create unlimited domains and subscriptions. This edition comes equipped with the majority of Plesk addons. Salient additional features include:

What domains are counted in the domain limit of a Plesk license?
1. All domains added in Plesk are counted in the domain limit:
** active/disabled/suspended domains
** domains with the "forwarding" hosting type
** domains without hosting
2. Subdomains and Aliases are not counted in the domain limit
